What is Sovereign AI?

The Sovereign AI Fund, backed by £500 million, seeks to grow and anchor strategically important UK AI companies, helping them scale in the UK while supporting economic resilience, high-quality jobs and growth.

Alongside direct equity investment, typically between £1 million and £10 million, Sovereign AI can help companies access public compute, R&D funding, talent support, procurement opportunities and wider government support.

The Sovereign AI Fund focuses on areas where the UK has existing underlying strengths, government action can materially improve scaling outcomes, and there is a credible path to success. These areas include compute and infrastructure, foundation models, AI for life sciences, AI for scientific discovery, and AI trust, safety and assurance.

What are Sovereign AI's priority areas?

What problem is the Sovereign AI Fund solving?

The UK has world-class AI research, talent and innovative companies, but too often these strengths do not translate into long-term economic and strategic benefits for the UK.

Many promising AI companies face barriers to scaling in the UK, including access to capital, compute, data, talent and customers. As they grow, there can be strong incentives to relocate overseas.

Sovereign AI exists to help strategically significant AI companies grow and remain anchored in the UK, ensuring the UK captures more of the economic, technological and strategic benefits created by AI. This will help strengthen the UK's economic resilience, support high-value jobs and maintain UK influence over technologies that are increasingly important to economic growth, public services and national security.

Is £500m enough when others are investing tens of billions globally?

Sovereign AI isn't designed to match foreign spending. Our role is to catalyse the concentration of support into early-stage British startups in areas of UK strength where government levers can add value beyond private capital.

The Fund’s strength lies in its combined offer: equity alongside compute, R&D funding, procurement, talent and wider government support – engagement with hundreds of founders and investors confirmed companies value this full package, not just capital.

We focus on promising UK AI startups at the early stage, catalysing follow-on support from the British Business Bank and private investors to help firms scale.

Does a company need to be headquartered in the UK to receive investment?

Sovereign AI is designed to help strategically important AI startups to build and scale in the UK.

Companies must have, or commit to building, a significant and enduring UK presence. This may include their domicile, headquarters, leadership, technical team, R&D activity and wider contribution to the UK economy and AI ecosystem.

We assess this across several criteria, recognising that the nature of a company’s UK presence will vary depending on its business and stage of development.

However, we expect the vast majority of our investment portfolio to be both legally and operationally headquartered in the UK.

What is a Portfolio Company?

A portfolio company is a company in which Sovereign AI has made an equity investment. Like a traditional venture capital fund, Sovereign AI invests capital in exchange for an ownership stake, typically alongside other investors.

Portfolio companies may also receive other forms of support through Sovereign AI, including compute, visas, strategic assets, procurement opportunities and cross-government support. What defines them as portfolio companies is the equity investment.

Examples: Callosum, Ineffable Intelligence, Isomorphic Labs and CuspAI.

What is a compute recipient?

A compute recipient is a company that has been awarded access to the UK's AI Research Resource (AIRR) as part of Sovereign AI’s wider support package. This provides access to high-performance computing infrastructure to train models, run experiments and accelerate R&D.

Not all compute recipients are portfolio companies.

Examples: Cosine, Twig Bio and Odyssey.

What happens if a portfolio company relocates abroad?

We want AI companies to start, scale and succeed globally from the UK.

That means backing them early with capital, compute, and other government opportunities, so the UK is the most attractive place for founders to grow their business.

We will measure success through both commercial performance and UK anchoring. This reflects our mission: helping to build strategically important AI companies that grow globally while retaining an enduring base in the UK.

As with any investor, decisions on exiting our investments will be made taking into account our overall strategic and commercial goals.

Does Sovereign AI attach conditions to investment to keep companies in the UK?

Our investments are made on commercial terms and reflect the company’s expected long-term contribution to the UK. We don’t impose bespoke conditions which would risk making a company less competitive or prevent us from participating in the most promising investment rounds.

Instead, our model is designed to make the UK the most attractive place for companies to build and scale, through our integrated offer.

As in all cases of strategically valuable companies in the UK being acquired, the Government will review such transactions through the CMA, and NSI Act. This applies to all relevant companies in the UK, not specifically to SovAI portfolio companies.

What due diligence is done to check these are the right firms to get public resources?

Our investment team conducts proportionate technical, commercial, financial and legal due diligence on every investment, followed by ongoing portfolio monitoring.

Investments are assessed against their commercial potential, technical differentiation, strategic value to the UK, the strength of the team, investment terms and contribution to the overall portfolio.

How does Sovereign AI approach copyright and data rights in relation to its investments?

Companies supported by Sovereign AI must comply with all applicable laws, including data protection, copyright and all other applicable intellectual property laws.

The investment team considers legal and regulatory risks as part of its overall assessment of a company. In most cases the companies we invest in won’t train models on large volumes of web-scraped data. However, where we identify material or complex copyright issues, including risks relating to AI training data, we seek additional specialist legal advice before making an investment decision.

Beyond this, all investment portfolio companies will go through a representations, warranties and disclosures process as part of the legal execution of an investment. The Sovereign AI Fund typically co-invests alongside private lead investors. In line with standard venture capital practice, it is the lead investor who negotiates this process with the company on behalf of all investors - including representations on compliance with applicable laws. This is the established market mechanism through which legal risks, including copyright, are identified during a transaction.

Government is clear that copyright rules should be respected. Use of copyright works to train AI in the UK requires a licence unless an exception applies, and support through Sovereign AI does not remove or reduce those obligations.

How does Sovereign AI approach copyright and data rights in relation to its compute allocations?

Compute recipients must not train on copyrighted data when using their public compute allocation. This is part of the terms of use for compute allocations.

All applications are subject to onboarding and compliance processes conducted by UK Research and Innovation (UKRI) and the host institutions. These processes include checks to ensure that use of the system complies with applicable legal and regulatory requirements (incl. looking at data governance and licensing though not explicitly copyright compliance).

Access to AIRR, through which the Sovereign AI Fund provides compute, is governed by binding contractual terms set by host institutions and funders. These include conditions directly relevant to compliance with UK copyright law. All users must enter into formal access agreements as a condition of onboarding.

Under standard Access Terms (e.g. for Isambard-AI), users must not infringe copyright or other intellectual property rights; must only use data where they have the appropriate permissions or licences; and are responsible for ensuring that their use of the system complies with all applicable legal requirements. These obligations are legally binding and enforceable.
